CAREER RESUME
Since 1994 I have been an
Independent Consultant and my primary assignment since
1995 was with the [snip] where I was responsible for
Service Management policy and procedures in support of CHOTS
(Corporate Headquarters Office Technology System).
From January 1990 to 1994 I
was a Principal Consultant with [snip], with
assignments including IT Strategy Planning, Implementation
Reviews, Procurement Support, Outsourcing Training and Reviews,
and Risk Management. Clients included Local Authorities,
Hospitals, Central Government Departments, Government Agencies,
electronics companies and, through the Home Office, all Fire
Brigades.
From 1976 to 1989, I was
with [snip] in a range of IT Management roles. As
Applications Project Manager, I supervised the development
of a full range of accounting systems for European and South
African subsidiaries. As Data Resources Manager I
introduced Database Technology and worked with the US Parent
Company on systems compatibility. As Information Centre
Manager, I provided quality support for some 1500 PC users,
developed and presented management training and prepared
standards and guidance material for all European subsidiaries.
Prior to 1976 I was active
in a number of systems analysis and programming positions in the
public and private sectors.

CAREER HISTORY
1994-2004
Since 1994 I have been an
Independent Consultant and Clients have included the
Home Office for whom I undertook work for the [snip]
following previous assignments, and the [snip] for whom I
undertook a review of Service Procurement proposals in 1997.
Since May 1995 I have been
primarily working for the [snip], acting on the client
side on the CHOTS project - an outsourced operation supporting
some 15,000 users - and more recently on the replacement system
DII/C (Convergent Defence Information Infrastructure). I have
been responsible for Service Management policy and procedures
applied in accordance with ITIL Service Management guidelines
Specific activities have included the development of a Service
Audit regime, maintaining the specification of Service Reporting
requirements through various system changes, review and
agreement of quality processes and documents including the
Service Code of Practice and overseeing the Contractor’s
Satisfaction monitoring processes. I operated the service audit
process for many years, developed web-based user communications
and contributed to risk management and business continuity
activities. During 1998 I participated in an exercise to prepare
a PPP/PFI procurement for the CHOTS programme. From 2004 I have
been taking a career break to concentrate on personal projects.
1990-1994
From January 1990 I
was a Principal Consultant with [snip], an
independent IT consultancy. My assignments included the
following.

- On behalf of the Home
Office, I led a extensive study of Brigade management, to
develop a `best practice' Guide for the organization and
planning of Fire Safety management in all 55 Brigades in England
and Wales. Having developed this document, I was asked to
undertake further analysis and to oversee the development of
supporting computer systems to be issued to all brigades.

- I led an initial implementation review, and subsequently under
PRINCE conducted an organization analysis, developed a
substantial and comprehensive high level requirements
definition, conducted technology evaluations, and prepared risk
and change plans, all of which led to a highly successful
outcome for the client

- I conducted a review of a major systems implementation under
PRINCE and SSADM, which had encountered difficulties both with
the supplier and internally. As a result I was invited to
develop risk management, benefits attainment and management of
change programmes, which all significantly increased user
preparedness and acceptance and the project's overall success.

- I was part of a team conducting a strategic review of the
Library's information system for MPs and proposing replacement
designs and identifying key strategic issues ahead
I conducted annual

- leading to fully accepted recommendations and invitations for
further work by the consultancy company.
I developed and
presented a course on behalf of [snip] on `Outsourcing IT',
which was attended by personnel from major international
computer manufacturers and IT consultancies. I was asked to
deliver the course on a regular basis at the Civil Service
College on the advent of Market Testing. The course material
was adopted by BIS Training, for whom I also presented it
East Cheshire

conducted a Business Benefits review of the IT strategy and
helped the Hospital establish the benefits attainment
programme.

- I conducted a strategic review of the Department's internal IT
costing systems in the context of Market Testing, and proposed
the future strategy for these, which was subsequently adopted.

- At the `Land Systems Support Bureau' I was resident consultant
providing Project managers for military systems with advice on
all aspects of the procurement and management of Software
Intensive Projects. In this role I also reviewed and contributed
to major strategy, standards and procedure documents and helped
the MOD develop its Risk Management initiatives. I subsequently
conducted a major tender evaluation for the MOD on risk aspects
of supplier's proposals.

programme for a major electronics research company on
multi-million pound project, which significantly improved the
viability of the project

programme for a large electronics project.

- I was the lead consultant providing "Bid to Win" support and
training the DTI's Computing Centre staff in preparing a bid to
supply facilities management services. The client's bid was
judged the best received including four from major FM
suppliers.

- I managed a major project to develop a complex HCI system
under UIMX on SPARC workstations.
[snip]
- As part of the development of a major training system, I led a
prototyping research project into methods of modelling human and
mechanical message information flows. This work was further
developed for use in operational research processes.
In addition to the
external work for clients listed above, I supported the
company's business development efforts, helped prepare a number
of successful bids, developed standards documents and training,
and led internal AI research investigations.
1976-89
Until December 1989,
I worked for [snip], the major Industrial Gas supplier
with a £173m turnover, in a range of IT management roles of
growing seniority. After joining in August 1976, I was soon
promoted to Project Manager, in charge of software
applications development teams producing a full range of
accounting systems for all European subsidiaries. I also
directly managed the installation of accounting system for the
South African subsidiary. In 1980, I was promoted to Data
Resources Manager with a brief to supervise the introduction
of database and data dictionary technology into the company.
Having constructed the data model of the entire organization, I
designed IDMS databases to support online systems. Efficiency
was improved and annual savings in excess of £1m were achieved.
I was extensively involved with the US Parent Company on systems
compatibility, and because of the success of the operation, I
was asked to participate in the strategic planning of the
corporate computer infrastructure.
In 1987 as
Information Centre Manager, I also assumed responsibility
for the Information Centre, tasked with providing high quality
Service Management throughout the company to support some 800
PCs and 1500 users of OA facilities. I was directly responsible
for increasing the company's computer literacy in line with a
fourfold increase on the number of PCs over the period. I
developed and presented IT training for managers and prepared
standards and guidance material for all European subsidiaries. I
developed systems and processes to support all aspects of
Service Management including the Service Desk, Configuration
Management, Incident and Problem Management and was also
responsible for the purchase, installation and maintenance of
hardware and services. As the Company adopted Total Quality
Management I undertook specialist training and led Quality teams
that achieved major improvements in computer and business
processes.
1973-76
During this period I
undertook a range of consultancy briefs working for commercial
bureaus. As Analyst Programmer at [snip], my major
assignment was developing systems for Lloyds underwriting
syndicates, and as Programming Consultant, Computer
Automation Systems, I worked on developing a wide selection
of support programs for the Metropolitan Police.
1966-73
My early experience
was as an Executive Officer working in the Ministry of
Transport and later the Department of the Environment in an
extensive range of programming and systems analysis roles, the
most interesting of which was developing an integrated highways
information system.
