July 2005 – Nov 2006 Programme Manager reporting to the Head of Technology Business Planning – [snip] Ltd
• Successfully Programme managed a Business Change Programme that delivered improvements to the way the [snip] Technology Business plan was [snip] which is now the single Governance body to approve projects to start, and to continue through execution, the [snip] which looks at how [snip] UK CAPEX is being spent and the [snip] which specifically looks at how [snip] Technology is operationally delivering on it’s commitments.

[snip] worked with key customers and stakeholders to understand the customer’s needs & business drivers, developed the Programme’s Business Case (concentrating on the management of benefits), secured budget approval and funding release , built the Programme team (both internal resource and external contractors), mentored and coached the team, implemented the Programme Governance structure, together with the quality management process including project & programme assurance.

Feb 2003 – July 2005 Programme Manager reporting to the Head of Technology Strategy, Planning and Security – [snip] Ltd
• Developed and successfully deployed an in-house developed Business Planning tool (called ‘Central’) which was used for the Financial Year 05 / 06 Technology Business Planning round. [snip] also drove some additional specific technical enhancements to that tool further ensuring it’s ease of use across the planning community.

Working with business stakeholders, [snip] developed a clear set of business requirements for processes and tools required to support that business planning round. These were then translated into a clear set to Programme deliverables, with an agreed Programme plan with agreed associated costs. Programme Governance, Planning & Control, Risk management & issue resolution and Quality Management processes were also implemented. The Programme team was established, together with coaching and personal development plans as necessary

Oct 2002 – Feb 2003 Programme Office Manager reporting to Head of Programmes – Technology Operations – [snip] Ltd
• Established the Programme Management Office for Technology Operations. This was responsible for implementing the Programme & Project Governance process, Project CAPEX management, together with the resourcing of projects. Also included were the standardisation of risk management and issue resolution processes, change management, programme and project control including consistent progress reporting, quality management and benefit management processes. Specific Programme support to certain key programmes was also included.

[snip] developed the mission statement and objectives for the PMO team based on direct feedback from the PMO’s stakeholders and customers. Line management of the PMO team, concentrating on the team’s development needs and opportunities, while still focusing on individual’s strengths.

Specific feedback was received from the Technology Operation’s director stating that “I finally feel we’re in control !”.

Oct 2000 – Oct 2002 Programme Manager/ Business Change Manager reporting to the Operation’s Head of Technology Management – [snip] Ltd
• Successfully managed the major upgrade of [snip] network management system (“TeMIP”), which introduced vital new capability, managed the integration of TeMIP into [snip] workflow management system (Clarify). This was a £3 million project involving new hardware at four locations, software upgrades to remote management servers at 38 regional locations while maintaining full operation of [snip] network management capability during the upgrade. The upgrade was a business critical project to ensure [snip] could manage the impending 2.5G and 3G networks.

• [snip] then became the Business Change manager for the Technology Management Programme in Technology Operations. This was a very active programme comprising of in excess of 60 projects, with a yearly budget of approx £35m. Primary role involved ensuring [snip] Operations was spending it’s money on the most beneficial projects and stopping those that wouldn’t realise the required ‘Return on Investment’.

[snip] learned a lot concerning delivering change into an operational environment, and the true benefit of good Programme and Project governance based on business benefit management.

During this time, [snip] was actively involved in the development of [snip] project delivery methodology (called the ‘Common Gated Process’) and the decision to adapt PRINCE 2 as [snip] Project Management methodology.

1998 – Oct 2000 Project Manager reporting to [snip] Paging’s Technical Executive – [snip] Paging Ltd
• Successfully managed the implementation of [snip] Paging’s high-speed Nation-wide paging network. This involved the Project management, initial specification of equipment, issuing invitation to tender, delivery, installation, commissioning and finally bringing the service live. This was the single largest project in [snip] Paging’s history, costing in excess of £4.5 Million and increased the capacity of the paging network by 200%. This project was essential to ensure the network could cope with the demand for paging services at the time.

This was a great learning experience in Stakeholder management, matrix management, 3rd party management and tight budget control, while still delivering a high quality product.

[snip] joined [snip] in Feb 1989, and held various Operational & Maintenance roles. In 1992, [snip] joined the [snip] Paging division where he held roles in System support and the Paging System engineering team, and managing various [snip] Paging projects.
