The ITCD Contractor Introduction
Service operates like any other contract vacancy in that the Client
provides the technical job specification from which we resource
candidates. The difference comes once a suitable candidate has been
selected by the Client Company. A straight forward finder’s fee of
£750 is charged (plus VAT); the Contractor and the Client then
negotiate their own fee and terms, and ITCD plays no further part in
their relationship. The finder’s fee drops to £650 if the Client has
taken a contractor from ITCD in the previous 6 months.
Agency Commission
Whilst it
sometimes appears that agency commission is taken from the
consultant’s fees; it is generally accepted that in fact it is
the Client who is paying in the form of higher contractor rates.
Clients welcome this fixed fee as an opportunity to reduce their
recruiting costs and aid budgeting activities.
This is
also welcomed by the IT Contractors themselves as they have long
complained about excessive fees and commission prevalent in the
IT contracting industry. Fees and terms are negotiated directly
with the Client.
It is
likely to be unpopular with the HM Revenue and Customs though.
The IR35 legislation was developed to ensnare IT Contractors
(amongst others) who operate one or two person service companies
and who are using such a vehicle to reduce their tax liability.
The Revenue will find it more difficult to argue against the
contractor now as this service introduces “commercial risk” to
the contractor – one of the cornerstones of the Revenue’s
arguments against these IT contractors and their service
companies.
